Signal brief

Which governorates are actually getting Oman's development money?

This programme now gives a clear read on regional development. It shows where the money is going, which governorates still lag, and what each region now has to prove with the capital already committed.

At a glance

  • The programme envelope is OMR 220m.
  • About OMR 180m was already committed by mid-2025.
  • The page compares all 11 governorates on one official table.
  • The real test is what that money changes on jobs, services, and local business activity.

OMR 220m

Tenth-plan governorate envelope

The 2024-2025 Vision report says the programme started in 2022 and carries a total envelope of OMR 220 million.

OMR 180m

Committed by mid-2025

Official reporting says committed projects had reached roughly OMR 180 million by mid-2025.

81.8%

Envelope already committed

That ratio is the cleanest current read on how far the governorate programme has moved from announcement into actual project commitments.

Governorates on the table

The official table is useful because it shows exactly how the programme is being distributed across every governorate.

Official ranking

The table that turns decentralisation into something countable

The existing Vision 2040 tracker gives the clearest top-line read. It shows one full governorate chart using committed project values from the latest official report. The deeper story appears when you open the regional files underneath it.

Research verdict

The official data is strong enough for six governorate execution priorities

Official sources cover most of the basics that matter at governorate level: money, jobs, businesses, property, housing, tourism, schools, hospitals, roads, and water. They do not give a deep enough read on every national priority, so this page focuses on the six areas where the evidence is strongest.

Why yes

  • MOHUP's Oman National Spatial Strategy gives every governorate an explicit development role, anchor cities and sector focus.
  • The Oman Vision 2040 annual report is the clearest current signal of where the decentralisation programme is actually putting its money.
  • The latest NCSI Statistical Year Book carries governorate-level tables on jobs, businesses, property, housing, tourism, schools, hospitals, roads and utilities.

Why not everything

  • Not every national priority is reported with the same depth at the governorate level.
  • Governance, culture and institutional topics are still too thin at the governorate level for a confident stand-alone page.
  • Most governorate tables tell you about scale, not quality — they need interpretation, not just scoring.

Editorial read

Why this file is suddenly worth watching closely

Start with the simple read below, then move into the governorate files if you want the full breakdown.

  • The key story is simple: the money is moving beyond Muscat, and the ranking between governorates is now much easier to see.
  • This envelope makes more sense when read with the wider governorate system in the Vision report: investment plots, Sorouh projects, governorate job targets, and delivery follow-up teams.
  • Committed money is only the start. The harder test is whether funded projects lead to stronger local business activity, better services, and better labour outcomes.
